This one can be done really easily at Sequence 4, when you have to dress up as the minstrels. Have some sort of bomb that will attract guards, like the cherry bomb, and the lethal poison bomb that has british gun powder, for the largest radius (forgot what it's called, I think it's the one that starts with a "D") When you're going to get the last set of minstrels, there's a tonne of guards there blocking your path. There should be a building nearby. Climb to the top of it, and throw the cherry bomb (or whatever you're using) into the centre of the field, and aim to throw your poison bomb in the same location. Wait until there's a large number of them there than toss it. Easy achievement.
This one is really easy. Climb up the Faith Mosque in the North Constantine district and look down into the courtyard. There is one stationary and one roaming patrol in the courtyard and a guard post on each gateway. Simply through a cherry bomb or two into the middle of the courtyard to draw the attention of the two inner patrols and at least one of the gateway guard posts. Then switch to datura bombs and drop them on the crowd. Bleep Bloop! Hope this helps.
